Suncrest 230 kV Loop-In: proposed route, structures, and routes out

SDG&E Permit to Construct application, CPUC A.26-05-005. About 14.5 miles from the existing TL23021 (Miguel to Sycamore Canyon) to Suncrest Substation: 3.1 miles underground, about 11 miles overhead on roughly 67 steel poles 100 to 160 ft tall in a 200-ft right-of-way, then 0.5 mile underground into the substation.

Positions are read from SDG&E's route map sheets and are indicative, not survey data. Zoom in and click a pole for its sheet reference and position uncertainty. Confirm against the sheets or with SDG&E before drawing conclusions about a specific lot line.

What is shown. Structures, the overhead and underground alignments, the 200-ft right-of-way, 22 underground vaults, and the helicopter landing areas were read from the vector content of SDG&E's 67 route map sheets (Attachment 2-A, May 2026). The sheets' embedded georeferencing is rounded, so positions were recovered from the printed 1:1,200 scale; the residual uncertainty is stated for each structure. County parcels (APN and situs address only, no owner names) come from the County of San Diego's public parcel layer. CPUC High Fire-Threat District tiers come from the CPUC Fire-Threat Map (v3, Aug. 2021). Existing lines come from the California Energy Commission's transmission line dataset.

Routes out (egress) layers. Added at ECAPS's request. Each colored street shows how many independent routes lead from that street's connection to the road network out to the roads beyond a 1.5-mile band around the alignment: one route means every way out of that road pocket funnels through a single road (a neighborhood bottleneck); two means two separate roads; three or more means three or more. A cul-de-sac off a road that has two ways out counts as two. The network is the SANDAG/SanGIS Roads_All centerline file used by the County and public-safety agencies, with paper streets, walkways, unbuilt segments and private-road segments that OpenStreetMap does not show removed, one-way directions respected, and local corrections (roads that do not exist, locked through-gates) applied from a review list. Private roads (dashed) are feeders: they count as the public road they enter and never give anyone a second route. The percentages at lower left are over parcels with a street address within 1,000 ft of the alignment; the bounds show every road usable by everyone (upper) and the worst-case gate placement on private roads (lower). This is a road-network screen, not an evacuation traffic model, and it is not a County or fire-agency product.
Evacuation routes shown. The wide blue routes are the roads SDG&E's draft EIR names as potential evacuation routes within one mile of the project (Section 3.21.1.7; Wildfire Modeling Report Section 6 and Figure 12), which SDG&E attributes to the County General Plan Safety Element, together with the corridors designated in the community wildfire protection plans signed by the fire agencies: the 2024 Crest CWPP says Crest "has just two evacuation options", west on La Cresta Road (primary) and east on Mountain View Road (alternate), with the gated Suncrest Truck Trail for emergency use only; the 2023 Alpine/Viejas CWPP designates Alpine Boulevard, Interstate 8 and Tavern Road (primary) and Arnold Way, Victoria Drive, South Grade Road and Harbison Canyon Road (alternate). The County publishes evacuation zones ("Know Your Zone", Genasys), available as a layer, but no route layer for these communities.
